POSITION EXPLAINED

Provision for the rebate of 12| per cent on rural rates made by the proposed amendment to the Finance Bill, now before Parliament, is to bo a charge upon the main highways revenue fund.
Representatives of motoring organisations have made protests against the procedure. Mr E. A. Ansell, M.P., stated that he had discussed the amendment with the Minister of Finance, the Rt. Hon. .T. G. Coates, who assured him that the proposal to pay the subsidy from the main highways fund would not involve any further diversion of motor taxation to purposes other than roads. It would be made a charge on the £500,000 already arranged by legislation to be payable from the proceeds of motor taxation inlo the consolidated revenue.
