BRITAIN AND NORWAY PROVISIONAL AGREEMENT (British Official Wireless.) Rec. 10 a.m. RUGBY, Oct. 14. A draft of a provisional agreement has been prepared for submission to the United Kingdom and Norwegian Governments by experts of tho two countries, who last week held conversations in tho Foreign Office upon tho possibility of establishing a joint commission to deal with disputes between British, and Norwegian fishermen, with special reference to the damage to gear. Lord De La Warr, deputy-Minister of Fisheries, presided over a Govemmenf luncheon given to the Norwegian experts at the conclusion of tho conversa tions.
