PENDING LEGISLATION HOARD’S WIDER POWERS CHANGE IN CONSTITUTION (Parliamentary Reporter.) WELLINGTON, this day. The most important week-end task of the Cabinet lias been, consideration of forthcoming legislation relating to the dairying industry. In one respect the Budget has substantially anticipated one measurer for rehabilitating the dairying ii dustry, Mrs being on the financial side by establishing. a National Mortgage Corporation to facilitate the provision of cheaper money for producers. It is confidently expeu.ed that the Cabinet, reinforced by the recommendations. not only of the Royal Commission on the Dairying Industry, but also by the discussions of the representatives of the industry some month's ago, will provide in its bill for a substantial modification of the present constitution of tlie Dairy Export Board. It is considered necessary to widely extend the board’s powers, as there is a necessity to impose further measures of control on dairy, producers in order to ensure a higher quality standard, particularly in respect to cheese.

Measures for improved marketing within the Dominion are also likely to come within the scope of the reorganised board, and, as the Government has clearly indicated its intention to take a large measure of responsibility for the improvement of the dairying industry, it will be necessary to give it more representation on the Dairy Board. ’Flic present constitution is six elected representatives of Nhrtli Island producers, two of South Island producers, one representative of merchant and proprietary interests, and two Government nominees. It is in the last-named respect that the most important alteration is to be made, accompanied by greatly extended powers for the reconstituted board.
