Sir Roger Keyes, .condemning the London Treaty of 1931, declared that Japan attended the naval conference with her tongue in her chock. He added: “Moll you, as a naval man. that Japan is untouchable. Wo must have a base at Singapore to protect Australia and Now Zealand, and I thank God we shall have it in two years time. The battle of the navy must be fought out on the Downing Street ‘front’ against the Treasury and against the Government. The air force, army, and navy must be brought up to a proper defensive standard. ’ ’
