In an editorial, “Ottawa jn Retrospect,” the Manchester Guardian says: “While doubts are cast on the blessings which our exporters gained at Ottawa, there is criticism that the Dominions took advaiitago of free entry to jeopardise the position of the Birtish farmer with ample of agricultural products at cut prices.” The Guardian points out New Zealand’s need for a cheese outlet, and New Zealand’s and Australia’s for meat. Mr. W. E. Elliot already has said that when the present Ottawa agreements expire there will be a redeal of the cards, and some reorganisation—a euphemism for restriction —of Imperial beef might be necessary. Australia and New Zealand will then be hard put to find further concessions to modify Mr. Elliot's policy of the British farmer first.
