HIGH U.S.A. TARIFFS URUGUAYAN COMPLAINT MONTEVIDEO, Dec. 3. The President of Uruguay, Dt:. Gabriel Terra, in his opening address at the Pan-American Conference to-day, said that the inability of South American countries to meet loan obligations contracted with the United States was due to the high tariff on their products. lie expressed the hope (hat Mr. Roosevelt would carry out his policy of reviving international trade, particularly panAmerican, through a revision downwards.
