SPANISH MODERATES ANTI-SOCIALIST PLAN LONDON, Nov. 27. The Daily Herald s Madrid correspondent says the Right Wmg parties offer to co-operate with Senor Lerroux, leader of the Centre, with a view to forming a Cabinet, on the following conditions: (1) The signing of a concordat with the Vatican, which will give the church back its lost privileges; (2) a general amnesty to all politicals; and (3) the revocation of all labor legislation, and the return of land confiscated from anti-republican rebels, and a revision of the agrarian laws, which took land from absentee proprietors.
