REFORM OF THE LORDS
AGITATION REVIVED CRITICISM BY TORIES LONDON, Nov. 23. Speaking on the Addrcss-iu-Roply debate in the House of Commons, Sir John Ganzolii protested against the Government’s failure to introduce a Scheme for the reform of the House of Lords. The Laborites were frankly aiming at a Socialist dictatorship. If the House of Lords was reformed tho 'veto might be restored,’ providing that a bill rejected by an absolute majority in the House of Lords should not become law until after a general election.
Sir Charles ■ Oman opposed, the hereditary principle. The second Chamber should be controlled only by persons of proved capacity and wisdom. Mr. Stanley Baldwin, replying, said he believed that if any attempt was made to create a dictatorship by either the Right or the Left it would bo met by force, and if force was employed, the extreme Right would win, ns in every country Fascism was begotten by Communism out of civil discord. He agreed that there was no more urgent question than the limitation of peers who exercised legislative functions. The present House was too large. '
