CHAIRMAN MAY RESIGN
ARMAMENTS CONFERENCE NOTIFICATION TO POWERS LONDON, Nov. 23. The British United Press correspondent at Geneva says it is learned authoritatively that Mr. Arthur Henderson lias informed the big Powers that he will act as observer during the private disarmament negotiations, but will not assume any responsibility for failure. It is understood that, in the event of the failure of the conversations, he intends to place his resignation in tho hands of the League Council, to take effect from December 15.
