ENGLISH BY-ELECTION LONDON, Nov. 21. Tlio Rusholmo by-election, owing to tlio appointment of Sir F. Boyd-Merri-man to a judgeship, resulted as follows: F. A. Radford (Con.) 13,904 Rev. G. S. Woods (Lab.) ... 11,005 Dr. P. McDougall (Ind.-Lib.) ... 2503 The Rusholmo seat lias been held for many years by tlio Conservatives, the majority at the last general election being 18,498.
