WAR DEBT PROBLEM
U.S. VIEWS CHANGING LONDON, Nov. 22. Sir Frederick Leith-Ross, on his arrival at Southampton, said that he believed that there was a change of opinion in Administration circles in the United States towards war debts, hut it was difficult to say whether there was any Congressional change. He thought that sensible people were realising the difficulties, hut had other things to think about.
