LICENSE APPLICATIONS AUTHORITY AT GISBORNE

The Gisborne session of the No. 4 District Transport Licensing Authority was continued to-day, Messrs. F. B. Logan, chairman, Charles Matthews, and M. S. Chambers being on the bench. There was a large attendance of goods transport licensees and their representatives, the authority having given notice of its intention, of its own motion, to amend the terms of continuous and seasonal goods service licenses previously issued, with the object of meeting the circumstances of each licensee in a reasonable manner, and incidentally saving the licensees the expense of appeal proceedings foT the extension of their rights under the Transport Act. In the early stages of to-day’s proceed ings, Mr. Logan explained that each application had been considered in turn, and where necessary, in the view of the authority, the terms of the license had been amended tentatively. The amendments would be outlined, and if no opporition was forthcoming, they would be. confirmed during the sitting. The first license dealt with was that of C. W. Smith, Gisborne, the authority proposing to amend the license to embrace Uawa County and a radius of 20 miles from. Gisborne post office. Mr. A. J. Stock appeared for the licensee, and asked for the extension of the license to cover the areas of Cook. Waikohu and Uawa counties, for general purposes, and also asked for the right to carry “bobby” calves in the counties of Cook. Wairoa, Uawa, Waikohu, Waiapu, and Matakaoa, during! the period JulyNovember inclusive. The applicant had been subject to serious loss through the restriction of his carrying business, said Mr. Stock, and would possibly be subject to further losses if he was unable to continue his former services over the whole of Waikohu and Cook Counties. In connection with the “bobby’’ call carting, the licensee had been unable to include this in his original application as the industry was of quite recent growth in this district.

The chairman expressed doubts as to whether the authority could, under the section of the Act relating to amendments, taken into consideration such a matter as the “bobby” calf carrying, which he thought should really involve a fresh application. As to the extension of Smith’s license to cover Cook and Waikohu Counties for general carrying, the amendments proposed by the authority had been de signed to cover all work which applicant had disclosed in his original application. After further discussion, the authority heard the applicant in support of his application for the right to operate over the counties of Cook and Waikohu, and reserved the question of the “bobby” calf carrying for consideration later. The application was held over in entirety until other proposed amendments of licenses wero dealt with. These were as under: —

D. J. McKay. —To amend continuous goods service license to operate over an area embraced by the boundaries of Patutahi riding in Cook County and Ngatapa riding in Waikohu County, also to operate over highway No. 15 from Gisborne southwards as far as Karaua Stream.

J. Riddell.—To amend continuous goods servico license by omitting the words “over highways” in respect to areas of Matakaoa, Waiapu and Uawa counties, delete the restriction “thrice weekly,” and substitute an area of seven miles radius from Gisborne Post (Moo in place of over highways radiating from Gisborne for not more than five miles [along those highways. J. McKenna.—To amend the continuous goods service license by deleting the words “over highways” in respect to areas of Matakaoa, Waiapu and Uawa counties, and in addition extending the right to operate over No. 26 highway to any point within an area with a radius of seven miles from Gisborne Post Office.

W. Jones.—To amend Hie continuous goods service license by deleting “over highway No. 330, Gisborne-Ormond, via Waiohika,” and substituting therefor “to operate over an area embraced by the boundaries of Waimata riding together with an area with a seven-mile radius of which Gisborne Post Office is the centre.” 0. W. Kirk.—To amend the continuous goods service license by deleting the words “over highways” in respect to the areas of Cook, Uawa. Waikohu and Wairoa counties bv adding Imroughs and town board districts within those boundaries by adding Waiapu County, hv amending route to Hastings to include from any point in the area described above to any point in Napier Borough or to any point within an area with a radius of 10 miles from Hastings Post. Office, the route to Taneatua to include to any point in Opotiki Borough. The license will be subioct to the restrictions previously imposed botli in respect to the Gisborne-llastings and GisborneTaneatua routes. The route from Taneatua to Rotorua to be deleted. F. R. Parker. —To amend the continuous goods service license by adding to any point within an area embraced by the boundaries of Patutahi, Te Aroha and Tiniroto ridings in the Cook County and Ngntapa riding in W.iikoliu County, also via No. 15 highway Tom any point within the above described area to any point within Gisborne Borough.

W. J. Attwood. —To amend the continuous goods service license granted applicant in respect to area relating o the cartage of wool and skins only by deleting the words “over high ways” in the Cook, Waikohu and Uawa counties, 'by adding Wairoa County, by adding to any point from the area above described to any point in boroughs cv town board districts w’thin those counties. A. W. TLiyar.—To amend continuous goods service license by deleting the words “over highways’’ in respect o the Uawa and Waiapu County areas and adding also front any point in he above described area via No. 26 'ghway to any point within an area unbraced by a circle with a radius of •even miles from Gisborne Post Office. Gould Bros., Gisborne. —Amend to a seasonal license for cartage of metal and puOdic works and local body supplies within the boundaries of Cook County and to any point in Gisborne Borough. Fitzpatrick and Mclntosh.—To amend the continuous goods service license already granted to enable licensee to cart general goods and amending the area to be operated over by striking out Cook County boundary and inserting' the southern boundary of Wairoa Borough instead thereof, and by deleting the restriction of once weekly to Te Araroa. After testing the views of the carriers generally on the proposed amendments, the authority indicated that final decisions in all matters would be communicated in writing to the respective licensees affected. COAST MAIL CONTRACT. Th<s recent change in respect of the Coast mail contract had a sequel today when the district licensing authority proposed to amend the licenses granted to J. Ward for seasonal and continuous goods services, by deleting

the words “over highways” in respect to the areas of Waiapu end Uawa counties, bv adding Matakaoa County, by amending the area around Gisborne to a seven-mile radius from Gisborne Post Office, and by adding one vehicle aijjjiority. Mr. W. V. Beiinfoy appeared for Mr. W. Robb, the former holder of the mail contract., who asked the authority to protect him against intereforerice with the business lie had built up in connection with the carriage of the mail contract. Mr. A. Tod:l, appearing for Ward, pointed out that the fixing of the schedule of mail carriage was not in the hands of his client, nor could it be undertaken by the licensing authority. Ward must conduct his service on a schedule laid down for the mails. The authority reserved the matter for consideration.
