CHANGE IN CONTROL MR. black PROMOTED Recent changes in the Post and Te|erraph Department have involved Gisjorne through the transfer on projno,ion of the chief postmaster, Mr Duncan Black, who was advised to-day ot his ippqntment in a similar capacity to Palmerston North. Mb. Black came to Gisborne about ,hree> and a-half years ago, and during hat period has been particularly lopular not only with his staff, but dso with the business community, memoirs of which, have greatly appreciated he courtesy and consideration with vhicb their representations on various natters have been received. During the lißiculties created through the carthmakes, Mr. Black demonstrated his opacity for organising his staff, and dmoat unparalleled obstacles were cverome with the minimum possible disocatjon of the services under his conrol. During the time ho has been in harge of the Gisborne district there tave also been substantial improvements n the mail services, and for this, too, hfarfablic owes a debt of gratitude to tfiplblack. Few members of the Public Service in Gisborne have earned greater (Steem, and his many friends, while leartily congratulating him upon his veil-merited promotion, will deejily egret the loss of his services to the own* , . n . Mr. Black will he succeeded in t.iswme by Mr. G, Nelson, at present :hief postmaster at Blenheim, and fornerly stationed at Rotorua.
