RESULT OF NEW PLAN LABOR DIFFICULTIES NEW YORK, Sept, 12. As an instanco of the benefits of the N.R.A, in New York, it is estimated that a million or so children who returned to school six months ago would to-day be augmented bv 20,000 child workers released from industry. What some observers interpreted as a slowing down of re-employment generally was met by a statement by Mr. William Green, president of the Federation of Labor, who issued a warning against further modification of the Recovery Act regarding labor contracts, and demanded even shorter working hours. Mr. Donald Richberg, the N.R.A. counsel, declared that unless there was better understanding on the labor provisions, “war between the various groups of employers and employees would involve all the people of America.”
