STRAINED RELATIONS
RUSSIA AND MANCHUKUO NOTE TO THE SOVIET AN APOLOGY DEMANDED (Elec. Tel. Copyright—United Press Assn.) SHANGHAI. Sept. 11. Soviet-Manelmkuo’ relations are again strained as the. result of the Tungsang incident six weeks ago, when Soviet secret service agents boarded the steamer Tungsang in Manchukuo waters and arrested 10 Russian emigres, removing them to Soviet, territory.
It is stated that a Soviet armed detachment crossed the river Usuri, forcibly boarded the vessel, and carried off the Russians, including the former Russian Brinre, Pkhtomsky. whom the Soviet claimed belonged to a spying organisation. The Manchukuo authorities claim that the 10 Russians were employed as a White piracy guard for the steamer, with no political affiliations, and now demands the immediate release of the emigres, the severe punishment of the Ogpu agents, an apoloev. and Sovietguarantees- that there will he-no repetition.
The note warns the Soviet that there will bo serious consequences unless an immediate reply is received.
