BRITAIN AND RUSSIA (British Official Wireless.) Rec. 11 a.m. RUGBY, Aug. 28. The Foreign Office has been informed by the Soviet Embassy that for the purpose of facilitating commercial operations with the United Kingdom pending tho conclusion of a new trade agreement the Soviet Government had authorised M. Alexandre Osersky, trade representative in Great Britain, to sign the letters of guarantee and to enter into other commercial transactions on their behalf.
