ARMAMENTS PROBLEM (Received December 9, ll_a.m.) GENEVA, Dec. 8, Though she regards it as insufficiently clear and comprehensive, it is understood that Germany is willing that a committee of experts should consider the French formula of equality rights in conjunction with the German counter proposals, and report thereon in January, thus necessitating the adjournment of the Disarmament Conference.
