N.S.W. GOVERNMENT (Received December 7, 3 p.m.) SYDNEY, Dee. 7. As a. res'ult of a second defeat in the Legislative Council within a week on a. vital clause of the Moratorium Bill, the State Government is in a serious position. It is possible that tho Government will sock additional appointments to the Upper House.
