He suggests that a statement of the principles on which accord has been reached, including the abolition of chemical and bacteriological warfare, the limitation of guns and tanks, -and -the prohibition of the aerial bombardment of defenceless towns, should be -signed before December 15, after which they could seek a provisional convention by the permanent commission, which would complete the work by Easter. The convention -would constitute the first stage of disarmament, lasting until April, 1937, and terminating with a Washington treaty. Meanwhile, the commission could endeavor to elaborate nu agreement embracing the ■whole field. The American proposals provide for recognition of German equality, with -restrictions.

Mr Davis discussed the matter with M. Herriot:, (but reached no agreement. M. Herriot announced that he. is returning to Paris on Tuesday, apparently indicating that there is small hope that the conversations with Baron von Ncuratli, who is arriving to-morrow, ■will provide a settlement. The French indicate a preparedness to continue- the discussions without the Germans to enable the general committee to examine plans which they claim are tho first comprehensive definition of German equality.
