NAVAL LIMITATION
JAPANESE PROPOSALS SUBMARINES WANTED (Received Nov. 30, 2 p.m.) GENEVA, Nov. 29. Japan probably will present naval proposals to the Disarmament Conference next week. These emphasise a limitation of tho tonnage of capital ships to 25,000 and may concede 12in. instead of Min. armaments. The proposals _ insist on the maintenance of submarines and suggest the abolition of aircraft carriers.
The general aim is a reduction of vessels capable of long-distance offensive, while leaving Japan in a- position to defend herself.
