U.S.A. ENTERS NEGOTIATIONS
(Received November 25, 11 a.m.) GENEVA, Nov. 24
The Lytton Commission is informing the Council of the League that it does not desire to modify its report. Mr. Davis conferred with Mr. Matsuoka and suggested the opening of constructive negotiations for the settlement of the Manchurian dispute. The Japanese regard Mr. Davis’ intervention as indicating that America- encourages a direct settlement.
