FRANCHISE QUESTIONS (British Official Wireless.) Rec. 10 a.m. RUGBY, Nov. 23. The franchise question was further considered in (he Indian Round-1 able. Conference. Til regard to Ibe depressed electorate for the federal assembly, the conference agreed to accept a recommendation that a differential qualification of literacy bo adopted. With the ordinary qualifications proposed for the general electorate of the assembly, this would enfranchise at least 2 per cent, of the depressed class of the population. Subject- to a satisfactory solution of the question of small minorities, it was agreed that the British-Indian section of the federal Upper House should be elected by the. provincial legislative councils by a single transferable vote.
