SELF-GOVERNMENT
SCOTTISH SITUATION A CONSERVATIVE REVOLT GLASGOW, Sept, 11. A piquant situation lias arisen in Glasgow political circles- as the result of a breakaway from the orders of Conservative headquarters by a section of the party in the Cathcart division. The cause of the trouble is the development of Scottish nationalism. An Imperialist group was formed recently in Cathcart with strong sympathies towards .devolution in Scottish affairs. In this revolt against official Conservative policy they have found some influential backing'. among those who are in favor of a measure of self-government being the Duke of Montrose, who will preside next week at a private informal conference called to sound moderate opinion on the question. In the meantime Conservative headquarters in Glasgow has passed a resolution dealing directly with the Cathcart Imperialists’ unofficial campaign, reminding them that the subject they have raised is one of policy, on which the Conservative party as a whole must have a voice. This ruling is vigorously combated by the offending minority, who claim that the matter is solely a Scottish concern, and that they should not be subjected to dictation from English Conservatives.
