JAPANESE GRAFT EX-MINISTER’S GUILT (Received April 16, 11 a.m.) TOKIO, April 15. A preliminary court inquiring into the railways graft scandals of last November found Mr. Kobashi, a former Minister of Education, guilty of receiving £30.000 in bribes from the railways.
