NOT A BARGAINING FACTOR (Deceived April 15. 11 a.ni.) LONDON, April 14. Mr. T. M. Wilford, asked to comment on the Naval Conference conclusions, said he had nothing to say at present but that Singapore had never been discussed, and never used as a bargaining factor during the whole conference.
