BOROUGH AFFAIRS

MEETING OF COUNCIL A LENGTHY AGENDA Once again there was :i fairly lengthy agenda for the Borough Council, which held its fortnightly meeting last evening. The Mayor, Mr. D. W. Coleman, presided, and there were also present: Crs. J. Blair, H. E. Maude, G. Bradley Smith, S. V. Beaufov, F. Collin, W. Cave, H. H. DcCosta, and W. J. Mac Gibbon. The council received an application from Mr. \V. J. Gonini for permission to establish a motor bus service between Gisborno and Kaitaratahi, via Hcxtun and the main road. Objections to the granting of permission were lodged by Mr. E. C. Grey and Mrs. B. "Wilcox, rival service proprietors, .and consideration of the whole question 'was stood over until the next meeting. Mrs. A. E. Beer wrote complaining about the state of the footway on the southern side of Palmerston road at the northern end, and asking that some attention should be given to the matter. —The matter was referred to the engineer for attention. Mr. 11. Hopkinson wrote applying for redress in connection with his quarterly water supply account, which he asserted was too high owing to the wastage caused by the breaking of the pipe by the council's gang.—The matter was referred to the waterworks committee. The City Band notified its intention to give concerts in the Botanical Gardens on the. first Sunday in each month. —The letter was received. The High School Board of Governors wrote requesting a conference with the council in connection with the proposal to form School road. — It was decided to invite a committee of the board to meet the council's works committee next Monday afternoon. A billiard room licenso was granted to Mr. J. W. Bradley. REPORTS ENGINEER'S DEPARTMENT The engineer, Mr. A. Young, reported, inter alia:— "Asphalt footpaths: The construction of new asphalt footpaths as authorised has been continued during the fortnight. A footway in Cobden street, from Childers road to the private hospital. 10 chains, has been completed, and that in Gladstone road from Roebuck road to Herbert road, north side, 13 chains, is being proceeded with; also Gladstone road footpath, south side from Roebuck road to near Dominion road has been asphalted. The unfinished portion to Dominion road will ibe attended to shortly- " Quarterly report on proposed major works': The quarterly statement of major works to be undertaken is now due, but until the estimates for the current year have been considered and passed it would be premature to present a statement. The following works having already been approved will be car-ried out, and will be a charge against the stormwater drainage loan: Stormwater drainage, Lytton road, 476 ft. of 24in. concrete pipes. Stormwater drain across Wainui road, from Craig road to Kaiti creek, 156 ft. of 18in. concrete pipes, 78ft. of 21in. concrete pipes. "Stormwater drainage loan: Lytton road.—The laying of 24in. stormwater drain from Barker's culvert to Bulwer road is now in hand, and good progress is (being made." RESERVES COMMITTEE The reserves and waterworks committe reported inter alia: — , "Remission of account: The committee 'considered the question of remitting an amount charged for cutting the grass on Victoria domain for the Cricket Association, but it was eventually decided that this could not be granted. "Reay.bridge school: An application' for water for flushing purposes fori this school had your committee's careful attention, and it was agreed that the water should be supplied provided: a meter was procured, and the water installed at the expense of the school, with a maximum quarterly supply of: 1000 gallons of water free, after which | the charge is to be lis per 1000 gallons. "Score Point reserve: The question of the letting for a further term at portion of Anzac Park for cropping | purposes was considered, and it was decided that the whole area should be retained for the council's use, and that the present tenant be given until May 31 in which to remove his crops, and leave the ground ploughed and harrowed in accordance with the conditions of the agreement with the council.*' WORKS COMMITTEE The works committee reported, inter alia:— "Footway, Aberdeen road: In connection with the complaint in respect to the bad state of the footway opposite the steam laundry, the engineer was asked to have some gravel placed on same. "Bus shelter shed: Regarding the request of .the Kaiti School Committee to have the bus; shelter -shed at the intersection of deLautour and Wainui roads removed to the vicinity of the school, it was agreed to accede, to the suggestion. "Depreciation, municipal buses: In order to conform to the requirements of the Municipal Corporations Act, 1928, the question of providing for full depreciation in connection with the council's bus department was discussed, and it is recommended that the council, in accordance with section 47, should decide to make a charge against the revenue of the bus undertaking for the year ended March 31, 1930, amounting to £lOl7 16s 4d, to provide full and proper depreciation of tho assets of *he undertaking; also, in accord with the section, that the amount of £1233 4s 8d paid to the vendor company on April 23, 1029, for the purchase of No. 7 bus, which replaced bus No. 3, which had become obsolete, be credited to the depreciation fund for the current year. "Hutments, Kaiti beach: A request from campers on Kaiti beach to be allowed to leave their shacks upon their rented sites during the winter ait an extra rate of 30s for such period received consideration, but as such would not be desirable in the interests of the public, consent cannot be given. "Insurance on buses: The question of renewing insurances on the council's buses was carefully discussed, and

it was eventually decided to renow full insurances in .regard to comprehensive tire and accident, and passenger and public risks, as in the initial years of an undertaking of this description it was not deemed advisable for the council .to carry its own risks.” The reports were adopted. The council also adopted a report in connection with the negotiations between representatives of the council and the Cook County Council in reference to the supply of stone from Patutahi quarry. The agreement reached between the representatives was published a week ago. The engineer was authorised to give temporary relief to Oswald street residents" in the way of a footpath, pending consideration of the matter when the estimates were being framed.
