METHODS OF POLICE REORGANISATION POSSIBLE (Received Do;:. 31, 2 p.m.) RIGA, Dec. 30. A conflict has arisen between M. Litvonoff and M. Menzhinsky, chief of the Ogpu, who announced a determination immediately to search the houses of business men, and also the dwellings of all foreigners in Moscow, Leningrad, and other centres. M. Litvinolf is trying to persuade M. Stalin that M. Menzhinsky's misguided diligence is most inopportune, when the Soyiet is attempting to improve relations with foreign governments. M.. Stalin is reported to share M. Lit-, vinoff's opinion, resulting in the likelihood of the resignation of M. Menzhinsky, which will enable M. Stalin to reorganise the Ogpu and curtail its powers, which would be impossible if M. Menzhinsky remained. _
