BOYCOTT SUGGESTED DEMAND FOR INDEPENDENCE (Elec' Tel. Copyright—United Press Assd.) (Received Dec. 30, noon.) DELHI, Dec. 28. The working committee of the India National Congress passed a resolution defining swaraj as independence and separation from Great Britain. The committee is demanding, under Ghandhi's influence, a boycott of the legislatures, courts, and schools ; in other words, a return to the disastrous policy followed at the time of the Prince oi Wales' visit. In the meantime, behind, the scenes/ congressmen are wrangling fiercely, and by a narrow majority the committee, passed a resolution deploring the bomb outrage and congratulating the Viceroy on his escape. The working committee of tiie Indian National Congress, consisting of 25 members of the congress, has adopted a resolution by, ,Mr. Gandhi which, while appreciating the efforts of the Vicerooy for a settlement of the dis» pute concerning a national government for Swaraj, or home rule, expresses the opinion tliat no good purpose would be served by the Congress being represented at a round-table conference in London. »•■.'" ~\/M . . Press messages from India point out that while the congress is described as an ''All-India Congress," it does not represent India. It is believed that the abstention of members of congress from the central and provincial legislatures may even give new life, and increase the powers of tho latter, seeing that they will then be manned only by co-; operators.
