FOREIGNERS IN CHINA THE OFFICIAL DECLARATION (deceived December 30, 12 noon.) SHANGHAI, Dec. 29. The Nanking Government's promised official mandate on the abolition of extraterritorialrty has been released through the Koumin official news agency, bearing the stamp of tho State Council. The text is as follows: "Ex parte for more than 80 years, China lias been bound' to a system of extraterritoriality preventing the Chinese Government from exercising judicial power over foreigners in its territory, creating defects and disadvantages which it is unnecessary to state. Until extraterritoriality is abolished, China will be unable to exercise full sovereignty. Therefore, for the purpose of restoring her inherent jurisdictional sovereignty, it is hereby decided and declared that on and after January 1, 1930, which is the first day of the first month of tho nineteenth year of tho republic, all foreign nationals in Chinese territory now enjoying extraterritorial privileges shall abide by tho laws, ordinances, and regulations duly promulgated by tho central "and local governments in China." CONFIDENCE IN GOVERNMENT PARIS, Dee. 28. Following upon M. Tardieu's exposition of his foreign policy the Chamber of Deputies voted confidence in the Government by .'142 votes to 17. The result is that M. Tardieu and M. Briand will go to The Hague and the London conferences with the full authority of the Chamber.
