ENTANGLING ALLIANCES
NAVAL PARLEY WILL HISTORY REPEAT ITSELF LONDON, Dec. 16. The superstitious will naturally exploit tho fact that the American' delegation to the Naval Conference in January will travel in the liner George Washington, in which the late President Wilson sailed •for 'Europe to attend the Peace Conference, whence he returned to see his hopes shattered, says the Times' Washington correspondent. Meanwhile, some quarters are suggesting that the quadrilateral Pacific Treaty, if enlarged, might be the model used at the London conference; The Administration's answer might ultimately he in the affirmative, but before the Seriate approves much will bo heard of America's "cherished traditions," and also of the freedom of the seas. The British Government may ibelieve, as it says in a White Paper, that there cannot be neutrals in future wars owing to fundamental changes in belligerent and neutral rights following the introduction of the League of Nations and the Kellogg Anti-War Pact. This was President Wilson's opinion years ago. However much that, contention has gained force by the existence of Hie Kellogg Pact, beside the League, it will be difficult to persuade the Senate that admissions of its truth do not ' connote some form of entangling alliance, implying a vague commitment of armed force. America does not linger where it was in ISI9, but a good many Senators have been Embalmed in the attitude adopted when they refused to approve of the League- covenant. The, .Senate is hardly likely now to admit that this is implicit in it's ratification of the Kellogg Pact.
