OPENING OF PARLIAMENT (Reeivod Dec. 27, 11 a.m.) TOKIO, Dec. 20. To-day, the Emperor, attired in the uniform of a generalissimo, escorted by cavalry, proceeded to the House.of Peers and personally read the rescript opening Parliament. There was a full ceremony in the presence of princes, diplomats, and members of the Upper and Lower Houses. After the adoption of the reply to the Throne, the Diet adjourned till January 21.
