POSSIBILITY OF REPEAL LONDON, Dec. 24. In the course of a speech in the House of Commons Mr. Philip Snowden announced that if any silk or sugar duties were repealed it would be necessary to take the exceptional course of proposing a scheme of rebates to ..meet the position as to holders of duty-paid stocks. Similarly, if any of the McKenna duties were repealed drawbacks ou duty paid would be allowed as in 1924.
