FREE STATE’S ATTITUDE DISCUSSION IN COMMONS ■ ‘ LONDON, Dec. 3. Sir Austen Chamberlain sought a ruling as to how far he could discuss the Irish Free State’s decision not to permit appeals to the Privy Council. The Speaker said questions could not be asked concerning matters 'which had been delegated to the Dominion Parliaments and Colonial Assemblies, but when action was taken outside the scope of the 'delegated powers, affecting tb<‘ interests of Britain or t"he Dominions oi the colonies’ contractual relations to wards Britain, he could not rule it should not be debated in the House o! Commons.
