The clause almost doubles the number of immigrants allowed from Great Britain, .Ireland, Austria, and Belgium, lint cuts sharply the rpiotas from Sweden and Norway. Lesser increases are granted Italy and several other southern European countries. liecreases ace ordered for Switzerland, and oilier northern European countries. Presideni Hoover said that allhough lie favored restricted immigration, tie was opposed li) the national origins provision. lie disliked (lie duty of
issuing' Hie proclamation. !t is possible that Congress, before July i, will repeal the provisions of the Art.
