The abolition of American extraterritorial rights in China has been under consideration by Mr. Kcllogg during the past fortnight. lie has been conferring with the Chinese Minister, Dr. Wu, and while no decision has been reached, Air. Kcllogg has shown the greatest sympathy towards China's desire to free, herself of the system. Ft is understood that the secretary favors a plan for progressive rather than immediate total abolition.
