CHINESE TAX GRAB
SHANGHAI, Dec. 18. While foreign efforts to relieve the widespread famine in China are officially encouraged, the Nanking Government proposes to impose a "famine surtax" of 61 per cent, on imported flour, while Marshal Fen Pti-hsiang ("the Christian General") is imposing a 100 per cent, freight surtax on all foodstuff carried o'er the railways in the area under his control.
