BIG BUDGET SURPLbu REDUCTION IN TAXATION CAPETOWN, November 12. Mr. Havenga, the Minister of Finance, is proving a veritable "fairy godmother" to South Africa. Following the big budget surplus last year and the year before comes the announcement that the Minister is expecting another surplus of at least a million and a-half pounds at the end of the current financial year, lie has decided considerably to reduce the income tax, or at least to make permanent the rebate of 20 per cent, granted this year.
