The Argentine Government lias mobilised'a strong and efficient guard of soldiers and sailors 1o aid 1000 police in protecting Mr. Herbert Hoover upon liis arrival in the city, which is lavishly decorated to celebrate the occasion. Extraordinary precautions have been taken along the entire line.
