Doumer caused a sensation in the Senate by announcing that the Minister of Justice, M. Barthou, was sVeking authority to take legal proceedings against M. Klotz, the brilliant lawyer, financial expert, an oxMinister, * who has been admitted to a mental home. The charges include the uttering of cheques to the value of £1720 when there were insufficient funds to meet them, and forging signatures to bills of exchange. (Received Dec. 12, noon.)
