A joint committee of the, General Council of the Trade Union Congress and the Parliamentary La!>or Party decided to offer uncompromising hostility to proposals to the reform of the House of Lords, on the grounds "that it will deprive the House of Commons of the control of finances and taxation, and perpetuate the House of Lords, as a Tory instrument." QUESTIONS IN COMMONS DISCUSSION TO BE FORCED (N.Z-., and A.P.A., and Sun.) (Received June 24, 11 a.m.) LONDON, June 23. In the House of Commons, Mr. "Winston Churchill, in reply to n question, said titnt discussions in tho House of Lords would assist the Ministry in deciding the final form of the legislative nroposals for reforming the Tipper House. Mr. .1. R. Clynes asked; "Can you state the form —whether it means resolutions or a Bill." Mr. Churchill replied that it was far too early to approach the mailer in such a definite form. The Lord Chancellor's statement embodied the 'Ministry's general view. Mr. Churchill added that owing to the crowded busiress paper facilities could no! be given for discussing the matter except through the Opposition availing itself (»f a censure motion. Mr. J. I?. Clynes said that as the policy had been revealed in another .place "it becomes the Opposition's duty to take steps to have the discussion here.' '
