Admiral Robinson adfmitted that the Pearl harbor tanks, which Doheny was to construct " for patriotic reasons," could not have been completed before 1924, Tt, also transpired that Doheny, was (ho only citizen asked to make a bid. The Secretary of the Navy. Mr. Wilbur, is expected to -testify shortly. >
