DEBT TO FRANCE.
SOVIET SHIFTS GROUND.
LONDON, June 3
M. M. Rakovsky, Ambassador in Paris, and Preofragencky, vice-presi-dent of the Soviet War Debt Delegation, says the Paris correspondent of The Times, are going' ,to Moscow. Their sudden departure is attributed to the Soviet's reversal of its policy, refusing concessions on pro-war debts and cancelling the delegation's offer to pay 40,000,000 gold francs (£1 1500,000) annually.
