The Federal Narcotics Act, in effect a Bill giving the New York City police authority to enforce the Federal narcotic act in an effort to check the spread of the drug habit among young schoolboys and schoolgirls, has been introduced in the House of Representatives. Mr Kennedy said that lie had made a close study of narcotic evils, particularly among the young, it was amazing to see how it gripped young people. Police records show that a majority of highwaymen in New York were mere youths.'
