GERMAN CABINET DISCUSSION, THREE MEMBERS RESIGN. 'Australian and N.Z Cable Association) BERLIN, Oct. 26. Cabinet resolved not to resign, but to take the Locarno agreements to the Reichstag for acceptance. Three German National Ministers withdrew from Cabinet at to-day’s meeting. Tlio remainder discussed the situation. Cabinet decided to remain in office and submit- a Bill relating to the Locarno t'eatics before December. Tlie portfolios vacated through the resignation of Nationals from Cabinet will be taken- over by other members of the Cabinet. CONGRATULATIONS FROM NEW ZEALAND. GOVERNOR’S MESSAGE- AND REPLY. Congratulations on th e outcome of the negotiations at Locarno have been forwarded to the Secretary of State for Dominion Affairs by the Governor-Gen-eral on behalf of the people of New Zealand. The text of tlie message, sent oni October 9, together with that receiv'd in reply, were read by the Ffime Minister at a large meeting in the Cambridge Town ITall. The Govertior.-Genera”s cablegram read : “My Ministers ask me to convey tq His Majesty’s Government the congratulations of tlie New. Zealand Government upon the success of'the negotiations at Locarno, which they believe to be in great measure due to the part taken in the negotiations by Mr. Chamberlain.”

Tho (cablegram from the Secretary of State for Dominion Affairs to the Gover-nor-General, under date October 21, was s.s. follows:— I "'Please convey the following to yoyr Prime Mirrster from Mr. Chamberhi.in : ‘1 read with deep emotion your generous reference to my share in the work accomplished at Locarno. No words of praise could be more grateful to any father’s son than those which come from His Majesty’s Dominions be yond the seas.—Austen Chamberlain.’ ”
