FRANCE AND RUSSIA.
A NEW RAPPROCHEMENT. (The Times.) (Received August 1. 10 a.m.) LONDON, July 31. The, Times’ Paris correspondent says the stage is rapidiy setting for the opening of Franeo-Russian recognition. Frequent telegrams are being exchanged between Paris and Moscow. The French Government has assured the Soviet Government that France/ is ready to show •goodwill necessary for the resumption of normal relations. It asks the Soviet, in return, to'meet the just clhims of the French Government.
