FRIENDS AGAIN.
RUSSIA AND GERMANY. DIPLOMATIC CONFLICT ENDED. (The Times.) (Received July 31. 10 a.m.) LONDON, July 30. The Times’ Berlin correspondent says that Germany and Russia are friends again. The diplomatic conflict which arose as the result of the police raid on the Berlin office of the Russian trade delegation in May last has been settled by a protocol embodying terms of agreement being signed. It provides that all measures taken as a- result of the coriilict, including the breaking off of trade relations bv the Soviet, be immediately withdrawn. Tin; Russian trade delegation will be re-established, and the protocol prescribes that officials henceforth shall receive a guarantee of extra-terri-torial right. The Ambassador, who was absent from Berlin throughout the trouble, is expected to return in a few days.
