NEW REGULATIONS.

HEADMASTERS’ PROTEST

(Per Press Association.) WELLINGTON, last night

A deputation iiiim the Wellington Headmasters’ Association waited upon the Minister for Education to-day, voicing ptotest against the amended regulations, especially those providing that an assistant master should share in the management of a school and deal with urgent matters during the headmasters leaching period.

Mr \V. Foster, for the association, said it constituted dual control, which was wrong in principle and impracticable. Tic also objected to the plan of daily work, suggesting the return of work done. Another regulation provided that the headmaster should' give the major portion of his time to teaching. This was interpreted as class teaching. The speaker said lie gave four-fifths of his time to teaching and examination, and to finding what scholars knew or did not know.

The. Minister replied that such examinations would constitute the highest grade of teaching. Too strict an interpretation hart been applied. Mr J. C'augldey, Director of Educa lion, said there might, be exceptions, but most headmasters could devote two and a-half to three hours daily to teaching, including test work. Tile Minister concluded by saying that the consultation had shown that the clauses were ’ wrongly interpreted, and In* came to the conclusion that the regulations were not wrung in principle nor impracticable. However, good bad been done by the interview. The delegates expressed satisfaction at the interpretations given.
