M. Poincare was to broadcast a New Year message to the British people, but the arrangement! fell through. The Daily Express Paris correspondent says this was due,, to anger of the French Government hecausc tho British Foreign Office issued to the press outlines of the conversations M.' Poincare had with the German Charge d'Affaires last week. '
