Sir, —I consider the coming election of livo members to represent the Cook County Council on the Harbor Board the most important election ever held : n Cook County, as it means the vital wellbeing of the future of our isolated district. IU also means turning dbwn or giving consent to a harbor scheme proposed by a skilled marine engineer. J ask all sensible, mentally balanced electors this question : Who is the most qualified to judge a harbor scheme—a qualified marine engineer Avith experience, or an amateur? I. ask and it is only fair lo the'elect:it's for every candidate to declare his views on the) harbor question, so that the intelligent may know how to vote.—Yours, etc., JAMES BAYLISS.
