HARBOR ELECTION.
(To the Editor of the Herald.) Sir, —I consider the coming election of livo members to represent the Cook County Council on the Harbor Board the most important election ever held : n Cook County, as it means the vital wellbeing of the future of our isolated district. IU also means turning dbwn or giving consent to a harbor scheme proposed by a skilled marine engineer. J ask all sensible, mentally balanced electors this question : Who is the most qualified to judge a harbor scheme—a qualified marine engineer Avith experience, or an amateur? I. ask and it is only fair lo the'elect:it's for every candidate to declare his views on the) harbor question, so that the intelligent may know how to vote.—Yours, etc., JAMES BAYLISS.
