BIRCHING A DEPUTY.
WARSAW, March 1. Miphall March, a peasant deputy to the Polish Diet, returned to nis constituency at Lipowa (Galicia), to give an account of his stewardship. He gave satisfaction until he mentioned thatr he voted for the establishment of the Upper House. A self-appointed committee then awarded him twenty-five strokes of the birch, which were administered with a warning that a further stroke would be administered ‘later for every member of the Upper House appointed.—A. and N.Z.C.A.
